Sealed proposals will be received at St. Clair Transit Plaza, 718 Scheel Street, Belleville, Illinois, 62220 until 1:30 P.M., Wednesday, April 10th, 2024, for the Old Collinsville Road Trail – Phase 4. The sealed proposals will be publicly opened and read at 1:35 P.M., Wednesday, April 10th, 2024.
The proposed improvement consists of the construction of a 0.98-mile-long, 10’ wide shared-use path comprised of 2” of hot-mix asphalt pavement on 6” aggregate base with 2’ earth shoulders, earthwork, PCC sidewalk, PCC driveway pavement, miscellaneous drainage items, pavement markings, and performance of other related and appurtenant work.
This project is being funded by SCCTD, in part, with funds made available through the Metro East Park and Recreation District. The local sponsor shall encourage 1) “minority” business firms to submit bids on the approved project and 2) successful contract bidders to utilize minority businesses as sub-contractors for supplies, equipment, services and construction with a Disadvantaged Business Enterprise (DBE) goal of 15%.
Plans and proposals can be obtained for the sum of thirty ($30.00) dollars if picked up from the office of Thouvenot, Wade & Moerchen, Inc., 4940 Old Collinsville Road, Swansea, Illinois or forty ($40.00) dollars if mailed. Not less than the prevailing rate of wages as found by the County or the Department of Labor, or determined by the Court on review, shall be paid to all laborers, workmen and mechanics performing work under this contract.
The successful bidder will be required to furnish a satisfactory Performance Bond or cashier’s check as required in the bid documents.
No Bidder may withdraw their bid for a period of thirty (30) days after the actual date of opening thereof. SCCTD reserves the right to reject any or all bids and to waive any informalities or technicalities in the bidding.
